Sometimes people power works. The developers of a project, in Casco Viejo have been told to remove the top two floors.

The project in Plaza Independencia project in Casco Antiguo, caused outrage in the old city, when the developers exceeded the height limit in the square and added an extra two floors to the building.
The Nacional de Patrimonio Histórico office of the has called for the demolition of the fourth and fifth floors of the.
The owners of the project, Amarillo Guayacan Investment Corp and Compañía Arco Chato, got a letter from Jaime Zárate director of the Historical Heritage office of the National Institute of Culture stating that a series of irregularities surrounding the project requires that it be maintained at its original height. The restriction is part of the building code requirements in the area.
The developers will have to remove the fourth and fifth floors.
Plans approved for the project in 1999 did not have the approval of the National Commission of Archeology and Historic Monuments which is required for work in Casco Viejo
The developers have claimed that the project received all of the necessary government approvals.Work on the project has been suspended since September 2009 following a deicsion of the Supreme Court
