The Supreme Court  has appointed Magistrate Maribel Cornejo Batista as rapporteur in the unconstitutionality action against Executive Decree 113 of July 1, 2019, in which Carlos Augusto Salcedo, Eyra Ruiz, and José Rojas Pardini were appointed minister counselors

In the lawsuit, filed by the lawyer Ernesto Cedeño, the phrase "with the treatment of Ministers Counselors", of Article 1 of Executive Decree 113, is requested to be declared unconstitutional.

The magistrates of the Supreme Court will have to decide whether or not one of the first decisions of President, Laurentino Cortizo, adheres to the Constitution: the appointment on July 1, 2019, of three members of his closest work team: Eyra Ruiz, Carlos Salcedo, and José Rojas Pardini.

After his inauguration signed executive decrees 112 and 113. In the first, he appointed ministers with traditional portfolios, and in the second, he appointed Ruiz, Salcedo, and Rojas as "presidential advisers with the treatment of ministers advisers.
