Government bureaucracy growing

In the past nine months the administration has created around 10 secretariats to develop and evaluate social, economic and political plans for the government.
All receive big salaries, says La Prensa, and report directly to the Minister of the Presidency, Demetrio Papadimitriu, and most are close to President Ricardo Martinelli. 

They are responsible for liaising with ministers to develop the creation of laws, plans or projects authorized by elected representatives. Reports are presented to Papadimitriu each morning.
