It has become part of the dogma of faith of politicians and administrators of the State, to transfer the blame for their problems to third parties. The case of the floods last Monday is an example. The improvisation, the absence of urban planning and extreme laxity with construction in Panama They passed the buck and gave us a notice that we are doing a lot of bad things. In the harsh tourism situation that the country faces, global trends, are blamed and not the shortcomings of appropriate public policies and of an articulated institutionality to develop this sector of the economy. Topics such asinsecurity, lack of medicines or delay in public works are always attributable to others and  rxternal factors  over which "we have no" control.
