Secret contract leads to $23 million no bid deals

AFTER signing a "secret" $2.3 million contract offering secretarial with a company linked to the lawyer Francisco ‘Frankie' Martinelli, that offered " secretarial services and the company, a Metro – Panama subcontractor – received direct state contracts for amount of $23 million.
