He said that the agency is evaluating several cases, which will be handled through administrative and judicial channels once evidence is collected.
"There has been irregular management in some titles," he said, adding that the financial and administrative side of the entity is functioning the right way.
He said he will begin a process of carefully reviewing each title application.
