VICE FOREIGN Minister Luis Miguel Hincapie is en-route  to Korea and Japan, in preparation for the  visit of President's  Juan Carlos Varela’s visit to Asia in 2016 .

Hincapie   will sign a Memorandum of Cooperation with Japan, defining the specifications of the construction of Metro Line Three.

The specification is expected to be finalized during the visit of the President to Japan  in the first half of the year, reports  Critica.
