The Maritime Authority of Panama (AMP) has announced that concessions claimed by Grupo F International of reclaimed land in Amador are not applicable and therefore the land belongs to the state.

AMP Director Jorge Barakat said that the agreements between the two entities were terminated in 2012. Those terminations were approved by the Office of the Comptroller, and they included clauses that voided any claims to ownership by the company reports  La Prensa.
Recently, Grupo F has posted signs on Amador claiming ownership of the land and stating that it plans to build a marina there.
"There is no court ruling that indicates any fault or defect of those agreements," said Barakat.
Grupo F, owned by businessman Jean Figali, was shut down by order of former President Ricardo Martinelli the company had all the required permits and had paid the concession fees says the company’s lawyer in June.
Former Maritime Authority of Panama (AMP) Director Roberto Linares testified on Wednesday, June 10 before the third anti-corruption prosecutor about the project by Grupo F in Amador that was halted by the agency in July 2009..
Juan Carlos Araúz, Grupo F's lawyer, said that Linares seized the project on the orders of then President Ricardo Martinelli (2009-2014). He said the agency erred in seizing the project, which included the filling of seabed, since the company had all the required permits and had paid the concession fees.
