An official ceremony to mark what should be a routine operation, like fixing broken down trucks?

Now the government has stepped in little by little steps are being taken to improve Panama’s garbage problem  but what should be a routine event did not go unnoticed.
On Labor Day, (Saturday, May 1) The Municipal Department of Urban and Household Cleaning (DIMAUD) held a ceremony to receive eight repaired garbage trucks.
The trucks were delivered by the Executive Branch for a ceremony held at the DIMAUD headquarters, in Carrasquilla.
During the coming weeks the government  will deliver the balance of the 20 garbage trucks that were sent for repair.
What was the city’s mayor doing during his first 10 months in office?

 

Maybe instead of creating more garbage on the Cinta Costera some of the  more than one million dollars  he spent on  plastic elves for his Christmas charade, he could have been repairing trucks. But that wouldn't make the Guiness Book of Records.
