His brother is the diplomat José Javier Mulino. The new president of Panama was catapulted to power in March after Ricardo Martinelli's disqualification.  José Raúl Mulino of Chiriquí Province is 64 years old and now the elected president of Panama with 34.26% of the vote.  Lombana got 24.64%, Martin Torrijos received 16.03%, Romulo Roux 11.36, Zulay Rodriguez 6.57%, Gaby 5.85%, Maribel 1.08%, and Meliton Arrocha with 0.21%.   Until just two months ago, Mulino was a lawyer and former minister of several portfolios who was running as vice-presidential candidate for Ricardo Martinelli, but the political disqualification of his popular mentor catapulted him to power after a rarefied campaign in which he insistently promised the return of the economic boom of a decade ago.  Mulino swears that he is nobody’s puppet.  https://www.youtube.com/watch?v=-P6Kv0eWebo
