THE LAWYER representing Adolfo Chichi De Obarrio, the former private secretary of Panama’s ex-president, Ricardo Martinelli, has presented a complaint to Panama’s Deputy Attorney General public against those responsible for “the crime of fabrication of evidence.”

Obarrio said on Tuesday December 16 that he lodged the complaint to "clear his name" and that the technical aspects would be released by his legal representative.
His lawyer, Edna Ramos said the complaint relates to statements made by an alleged protected witness who has tried to link her client with the irregularities found in the National Assistance Program (PAN) in the last government administration.
Ramos said she has requested information from the First, Second and Third Anti-Corruption prosecutors, adding that so far they have reported no arrest or investigation against her client for his involvement in the PAN case but, she said, she has information indicating that the National Security Council and the General Directorate of Revenue [now National Revenue Authority] would be investigating De Obarrio for no apparent reason reports La Prensa.
An anonymous complainant told prosecutors that from his office at the Presidency , De Obarrio received the alleged bribes called for in the PAN, headed byby Rafael Guardia (2012-2014), currently detained at the Gran Joya prison.
De Obarrio said he had "nothing to do" with the scandal. "I have not received a penny from PAN. Nothing," he said.
