After each general election, the National Electoral Reforms Committee is convened as a mechanism for discussion between the political parties and representatives of civil society organizations to formulate amendments to the current electoral law. This has been done nine times since 1990. However, the rule that "whoever pulls  the purse strings, rules" remains intact. Political parties must be organizations that provide a public service for the whole community and not only to their donors and senior managers. The exaggerated amount of subsidy proposed for the  2019 election, the opacity of donations, the role of the media and the multiple tricks that include multiple nominations simultaneously and the return of the voting for a roster to the multimember circuits. It seems that the political class was absent during the institutional crisis of 2009 to 2014. Politicians have many tasks to do to satisfy the citizens, who incautiously   give them the votes and pay taxes that the parties use to build their governments.
